Issue/#525 update python3.7 (#526)

* Bump python version to 3.7

* Update travis.yml versions

* Update python version in Dockerfile

* Remove build-essential package

* Update matchmaker info tests

* Determine version by reading git tags

* Grab versions even if they don't follow semver strictly

* Refactor to use new asyncio functions like `run` and `get_running_loop`

* Better version finding
