Agent execution state machine refactor

Rewrite of agent execution state machine to address most of the issues surfaced experimentally.

 - Introduce concept of ExecutionStage, a state with an attached transition action
 - Break execution states into more fine grained units
 - Skippable stages are skipped if execution was aborted due to error or killed
 - Retryable states transition can be retried in case of transient errors (for example, disconnection from the server)
 - Generate state machine representation in DOT format as part of 'info' command

This refactor primarily targets the following user-impacting issues:
 - No logs archived for jobs that fail during setup
 - Job failures due to retryable transient errors
 - Clearer final message surfaced to user in case of error
