Ability to generate docs/pywbemcli/cmdshelp.rst with defined width

Details:

* Added the ability in the pywbemcli command to display the help
  text with a defined width, overwriting the default of using the
  terminal width. The width is set with a new environment variable
  named PYWBEMCLI_TERMWIDTH.

* Changed the generation of the docs/pywbemcli/cmdshelp.rst file
  to have a defined width that is independent of the current terminal
  width, by setting PYWBEMCLI_TERMWIDTH to a value in the Makefile.
  For now, the value is 78 to create a compatible file.

* Changed the test utility function remove_ws() to return a list
  of strings with the non-empty lines from the input, or a single
  string. Being able to retain the lines improves the assertion
  messages a lot, that so far issued massive amounts of unformatted
  text for any small difference, which made it very hard to see
  where the difference actually was.

* Adjusted some testcases to accomodate these changes.

* Replaced leading tabs in Makefile with spaces unless on commands.
