Add Minimum Clearance implementation (#870)

* initial commit; minimum clearance implementation

* Make version 1.8dev

* add tests for minimum clearance

* add to CREDITS.txt

* modify tests to explicitly use skipif decorator

* try unittest instead of pytest to see if tests will actually skip.

* fix GEOS version.

* formatting

* Have pytest show print output for curiosity's sake, so that the prints in the test __init__.py will print diagnostic info. Will change this back.

* Print the geos version from geos-config

* Clean up line I shouldn't have committed..

* move geos-config version check to just before pip install

* revert to checking geos-config version after "cached" message.

* small changes to setup.py to try to figure out where we're using the wrong geos

* back out changes made to suss out CI issues.
