Move work directory contents to new output directory (#239)

* Changed fms driver to use shutil calls

* Added movetree function + tests

* Changed test harness for existing test_payu.py to pytest from Unittest
to be consistent with more recent tests.

* Changed to movetree when archiving experiment

* Fixed doc warnings

* Simplified movetree as recursion not required.

* Updated movetree tests.

* Pinned numpy requirement to try and fix travis

* Reverted to python 3.6 and specified 3.6 docker image

* Removed payu list test from conda to make it build
