Commit Message

Change some CI configure:
> Change gcc 4.9 to gcc 4.8, just the version in centos 7
> Remove gcc 4.4 and MSVC 12(VS2013). The new protobuf using cmake script but there is some problem in protobuf 3.7 and older. And protobuf 3.6.0 and upper require C++11 to build.
