Switch to tlv8 python lib (#180)

* first working version without internal tlv code

* Remove old TLV implementation

removes the old implementation in favor of the external tlv8 library

* Analyse test error

* Fix test for list_pairings

The test was broken, because it relied on an ordering of the returned
data. This was now fixed by ordering the parings by their IDs.
