Write GameOutcome to db in Game.persist_results. (#543)

* Write GameOutcome to db in Game.persist_results.

Also introduces new GameOutcome.CONFLICTING, which is treated as UNKNOWN for rating purposes, so it shouldnt change any rating decisions.

* rename Game.get_army_result to Game.get_player_outcome

* formatting

temporary tuple instead of list
