Allowing pre-fill for Article 9 and Transfer admin form (#1570)

* Adding initial implementation for art9

* Removing unneeded rstrictions in get_form

* Tenttively using same submission/party for src and dst

* Removing divergent migration leaves

* Re-doing previous migrations to avoid conflicts

* Removing unneeded unique_together constraint

* Using proper path for submission file

Because name obj,file.name gives a path relative to MEDIA_ROOT,
we need to append MEDIA_ROOT to that.
