Create callbacks independent of Keras implementation

Fixes #58

* EarlyStoppingWithWeights: EarlyStopping functionality with saving weights with minimum validation loss
* LRScheduler: Learning Rate scheduler with step decay function:
     lr = lr0 * drop^floor(epoch / epochs_drop)
* Add tests for Callbacks
  - EarlyStoppingWithWeights: Add test to check if a model stops training after 6 epochs
  - LRScheduler: Learning Rate Scheduler, check the learning rate after 15 epochs
* Add test_callback.py file to the travis configuration
