Improve docker-compose files

- Add "webserver" alias for nginx container, not "application"
- Remove restart for postgres
- Set restart for studentenportal to "unless-stopped", so that the container is
  restarted after a reboot.
- Set depends_on for studentenportal so other containers are started properly.
- Move docs to deploy202 repo
