Update CSV file generation to support multiple, generic elections

Previously the candidates_create_csv command would output a single CSV
file either to standard output or a given filename; instead it will now
output a CSV file per election.  If you call:

  ./manage.py candidates_create_csv /tmp/foo

... with the UK general election ELECTION_APP, this will output three
files:

  /tmp/foo-2010.csv
  /tmp/foo-2015.csv
  /tmp/foo-all.csv

The foo-2010.csv and foo-2015.csv files contain the candidates for the
2010 and 2015 elections respectively, while the foo-all.csv files
contains data from all known elections.

This commit also updates the crontab to generate these new files, with
different ouptut names, since this commit also reorders the column
headings to be more coherent; it's possible that someone is still
relying on the old file location.
