Prefix genome that starts shim with "1.0_000"

The shimming optimiser depends on the fitness and age parts of the
genome filename that starts the shim: in order for the optimiser to
utilise its fullest capabilities the starting genome needs to have a
fitness of 1.0 and an age of 000, so after the .inp file specified in
the YAML config is converted to a genome, that genome is then renamed to
start with "1.0_000" as opposed to what it had before, but the genome
will still keep its UID in its filename.
