test: MAC address should be consistent with different slave order.

The bond or bridge will take its first slave's MAC address, hence
NetworkManager by default will activate the slaves in the order of its
interface name.

Nmstate should always produce consistent MAC address regardless the
slave order in desired state.

New integration test case has been included for this case.
Removed the test case
`test_reordering_the_slaves_does_not_change_the_mac` which does not
detect this problem.
