neutrino: Add MaxBatchSize query option.
This commit adds a query option MaxBatchSize that allows the caller to
limit the batch size when using either OptimisticBatch or
OptimisticReverseBatch.
Since the caller is not exposed to the max size defined in neutrino,
passing the maxBatcSize serves as a hint to neutrino to limit the
"default request size" and by that save bandwith.
