Define process_genome section in config dict for sort jobs

Sort jobs don't require the user to include a process_genome section in
the YAML config, but Opt-ID still needs to define some subsections
within it for a sort to run process_genome.py, so manually add a
process_genome section to the config dict after loading the YAML if it
doesn't exist.
