finish implementation of runtimeConfig

this seems to work reasonably well, the class still has to be
instantiated prior in time to it being called, but for testing
purposes it works

this might be more appropriately called importimeConfig, but now that
we have this in place it should be possible to create an instance
method instead of a class method

64 of 64 new or added lines in 3 files covered. (100.0%)
