Add AzVMExtensionEvent event plugin

Added `AzVMExtensionEvent` plugin to evaluate and audit added Azure VM
extensions. This plugin takes list of whitelisted, blacklisted and
required VM extensions as configuration parameter and generate events if
any of those conditions are not met.
