Modernizing RemoteCV to python 3

This commit changes the following:
* RemoteCV now requires python 3.7 or greater;
* We distribute it with poetry;
* We now use headless OpenCV, so remotecv should be much easier to
  install;
* Tests are now run using py.test;
* Fixed all lint errors.
