Complete SNMP page implementation (#15)

* Add SNMP IPv6 reading and writing
* Add SNMP Trap support for IPv4 and IPv6
* Reading SNMPv3 passwords. Field is all *'s. Don't store the value if all the same character.
* Add SNMPv3 support.
* Add set_element_value return value to show success or failure. Raise an exception if request to enable SNMPv3 is not possible as V2 needs to be setup too.
* Zero is not a valid IPv6 prefix. Add handling to store as None when an attempt to set to zero. Zero is the default in the UI when an address isn't present.
* Update readme for full SNMP support.
* Update version.
