sneechenator use sneech files to hold all process information

an input sneech file (which can be construted as an object without the
need for a file) is used as the seed for a stabily identified mapping
process for a specific set of input ontology files, because the sneech
file is process metadata it can grow and change because the output of
the mappings are stored in the index, if backed by git the history of
the mapping can also be tracked if the user so desires, with the
SneechFile header being the only thing that needs to be retained
between runs, this will serve as the backbone for the first half of
interlex bulk term mapping, single term mapping doesn't usually flow
from user uri to ilx id since they would be picking existing terms
