Prevent webhooks from sending build status from PR

 ## Why is the change being made?

This change is made because build results were being sent from PR
results to master branch.

 ## What has changed to address the problem?

This change adds a check to stop any builds from sending if the build is
from a pull request with the TRAVIS_PULL_REQUEST environment variable
provided by Travis CI.

 ## How was this change tested?

This change was tested with checking if a webhook is sent after this
commit is ammended to the PR.
