Command line interface

* command line parser with final_setup hook function

* fix database loading

* change brachistochrone test to create Trajectory instead of Phase

* delete hook call trace explanatory comments and pep8 fixes

* workaround for Travis module import issue with hook arguments

* added brachistochrone test case for command line and the start of some test assertions for the CLI

* add post_final_setup hook that calls run_problem by default

* allow retrieving results from script; command line unit test additions

* suppress printing return value when running from command line

* use unittest.mock.patch to avoid writing to sys

* try reseting hooks after running the script

* remove unnecessary pre-hook passing

* consolidate command line argument definition

* reworked command line stuff to avoid global variables.  most tests are passing now.

* more comments on some tests

* fixed an errant skip decorator

* re-enable tests with updated results; use tempdirs; clean up

* specify specific version of testflo to fix Travis checks
