* First working  version of netconf adapter.

* Address review comments:
- break up monolithic adapter test into operation-specific sources.
- update date in copyright notices.

* Address review comments:
- rename package from gnmi to adapter, then...
- ... pb import alias with gnmi

* Use assert to confirm adapter instantiation succeeded.

* Address review comments:
- use assertions to confirm error expectations.
