nm bond: Support switch between miimon and arp_interval

The linux kernel document suggest no to use miimon with ARP monitoring:

    ARP monitoring should not be used in conjunction with miimon.

Hence nmstate will raise NmstateValueError when both miimon and
arp_interval is bigger than zero.

Fix the NM bug on setting 'arp_internal=0' with 'miimon>0':

Integration test cases added.
