route: Discard routes next hop to DHCP/Autoconf interface

When switching from static IP to DHCP/Autoconf, a failure will
occur:
    * current static routes will be merged into desired state.
    * Static route require static IP address configured.

The fix would be remove routes next hop to DHCP/Autoconf interface.

As we discard static IP address when DHCP/Autoconf enabled, nmstate
does not support static routes along with DHCP/Autoconf.

Added new test case to change interface from static ip with routes to
DHCP.
