Commit Message

Handle NDInt64/NDUInt64 data and attributes by casting them to NDFloat64
and telling netCDF that it is double data.
It is not really double, so readers must use the "datatype" global attribute
to determine the actual data type and cast to the correct int64 or uint64 type
after reading it.
