do not stop generating iovecs when the queue has empty slices

in some cases, the buffer output queue could contain empty slices or
empty vectors. The iovec generation was stopping immediately when encountering those,
resulting in empty iovecs, while there was clearly some data available.
Since data was still available, the HTTP implementation was trying to write
those empty iovecs in an infinite loop
