Move pages to _pages collection

This is in preparation for removing the `permalink:` front matter for most
documents in `pages/`, including in `pages/private`.

Ultimately I'd like to remove long links to images and other non-md/html
assets. However, Jekyll does not apply a collection's `permalink:` attribute
(from `_config.yml`) to `StaticFile` objects used to represent such assets.
Will think on how to hack around this.
