Allow overriding --epsilon value from model file (#2277)

* Allow overriding --epsilon value from model file

* Enables overridable scalar options by specifying .allow_override().

* Fix C# RunTests with checked-in InitialRegressors

* Adds a check when generating C# tests to avoid erroring out when the specified initial regressor file is checked in (rather than generated by an earlier test)

* Fix test input file on Windows

* For some reason the Windows driver needs an extra empty line
