Improve SpacesForIndentation to support choice

It makes sense that some developers will prefer tabs over spaces. Make
it easy for them to change their preference, rather than having the
linter only be useful in enforcing spaces.

Since it now supports enforcing more than just spaces, change its name
to be more generic.
