[Add] pt_PT locale (#1110)

* Street options added + Bank information

Addresses based on entries of Lisbon and Porto.
Added entry for PT bank details

* Update __init__.py

Added locations based on two largest cities (Porto and Lisbon). Previously generated street names were based on person names only.
