Add null check in `isRuleEnabled`

A plugin can report an error after the end of the contract. Since the
comment-directive-parser takes the last line of the file as the end
line of the last token, the `isRuleEnabled` function was throwing an
error.

This change also makes a test fail, but I think the new behavior makes
more sense.
