API docs: patch django-rest-swagger template to work with Django 3

Unfortunately, django-rest-swagger is unmaintained and deprecated. Its
successor drf-yasg doesn't seem to support Django 3 either and requires
a bit work on our end to make our code work with it. At least more than
quickly fixing the template error by introducing our own version of the
loaded template.
