Bump fedora base image used for tests and consume it from dockerhub (#443)

We are facing a relevant amount of false positives on CI due
to temporary outages of registry.fedoraproject.org such as:
 Step 1/10 : FROM registry.fedoraproject.org/fedora-minimal:29
 received unexpected HTTP status: 503 Service Temporarily Unavailable
 Makefile:76: recipe for target 'build-functest' failed
 make: *** [build-functest] Error 1

Consuming fedora:30 from Dockerhub to make our CI more robust
