simplified _instance_lock test

First implementation of _instance_lock relyed on rather exotic python 3
instpect.getattr_static method and plenty of guesswork instead of
available information whether attribute modification was done within
context of Block type class or class instance. This is a clean up and
simplification using checks available from python3 and python2 only.
