WIP: Provides options for the Soup.Server

Exposes more features of the libsoup-2.4 HTTP server through CLI
arguments.

 - ssl-cert-key and ssl-cert-file
 - tls-certificate

Documents the newly available options.

Adds tests to cover the new branching in the code and exposes the
Soup.Server in VSGI.Soup implementation to make assertions from CLI
options.
