bump version to 0.2.3

Significant changes since 0.2.2:
- Added the --file-basename flag for folks who want to use a name
  besides peru.yaml.
- Renamed --peru-file to --file.
- Removed the PERU_FILE, PERU_SYNC_DIR, and PERU_STATE_DIR environment
  variables. Setting those globally was almost certainly a bad idea.
  Of the path variables, only PERU_CACHE_DIR remains.
