force conversion of any pysercomb Quantities from tuple to singleton

currently the xml exporter breaks if they are not unpacked because it
doesn't look inside tuples, also since the schema for subjects and
samples is open it probably makes good sense to assume that pretty
much all values are going to be singletons, we will need a more
systematic approach for this because as it stands the interaction
between normalization and tabular conversion produces some nasty
issues
