DEC-444:  The visible state of the link depends on both preview and publish values. If either are enabled, it should show the link, otherwise it shouldn't be shown. Made the following changes to support this:
-Created a parent component CollectionPreviewPublish which now handles instantiating the CollectionPreviewModeToggle and CollectionPublishToggle components.
-This new parent component now also takes care of creating the link. If the collection is published, it will render a "live link". If preview mode is enabled, it will render a "preview link". These are technically the same, just with different labels. Text has been added to en.yml to support this.
-Replaced these three pieces in _collection_left_nav.html.erb with this new parent component.
-Also changed the preview mode toggle label to be "Enabled/Disabled". Found that on smaller screens the previous text was a bit crowded and a little redundant with the "Preview Mode" title label.
