* Remove 'Delete Resources'

* Add .Net Core sdk 3.0.x back.

* Add netcoreapp2.1 to Microsoft.Bot.Builder.TestBot.csproj

* Revert Microsoft.Bot.Builder.TestBot.csproj, change 'Create Microsoft.Bot.Builder.TestBot.zip for deploy to Azure' to reference netcoreapp3.1.

* Try Release configuration instead of Release-Windows

* Revert Release configuration back to Release-Windows
