Add new experimental subscriber API that allows task pane content or viewer embedding code to register one or more handlers to listen and respond to the same redux application state that all our container components listen and respond to.

This API satisfies the missing ability to subscribe to changes in application state from the viewer embedding code. Fixes #150

Also a new task pane content example is included that demonstrates usage of the subscriber API to implement a base map layer switcher in pure HTML/JS (though you'd need a very good reason to re-implement existing viewer functionality in the task pane with HTML/JS!). Fixes #443
