* add `read_datapackage()` function

* add `frictionless` files to .gitignore

* add io-test and dependencies

* fix the docstrings (via comment by @rgieseke)

* remove explicit dependency for `pathlib` (per comment by @rgieseke)

* require a file name for saving

* return datapackage, add reference to oep-metadata in docstrings (@Ludee)

* shorten the remove-files command to one line
