Replace. the `AUTOSCALING` parameter for ease-of-use. (#32)

* Remove `AUTOSCALING` and instead use a single autoscaler per resource being scaled.

* Clean up error handling in scale_resource.

* Add pytest marker for pep8 to suppress warning.

* Document new environmental variables.
