implement a MultiLineWriter for logs and metrics

This is a buffering writer that flushes when it gets full, but only
writes entire lines, to make sure we do not flush in the middle of a
line (like a BufWriter would do) and reduce syscalls (the LineWriter
issues one write per line).

The number of syscalls is especially concerning for metrics, where we
were often sending very small packets
