Fix a bug in enum handling and dictionaries.

Previously, we didn't correctly handle decoding Enum fields as value types in
a dictionary; the root cause here was that I forgot that EnumField isn't a
subclass of MessageField. :)

Adds a fix and a test.

(Reviewed internally.)
