Utils\Lists: add new getAssignments() utility method

This adds a new utility method:
* `getAssignments()` - to retrieve information on the assignments made in the specified (long/short) list. Returns a multi-level array with information on each assignment in the long/short list or an empty array for empty lists.

Includes extensive unit tests.
