* [FIX] l10n_ar_account_withholding: clean up regimen_ganancias_id field
when retencion_ganancias is 'no_aplica' in onchange to avoid use wrong
regimen_ganancias_id.

* [FIX] l10n_ar_account_withholding: payment previos domain now take into
account if retencion_ganancias is 'no_aplica' to properly compute the domain
