Adds Play 2.8.x support, drops Scala 2.10 support (#269)

* bumping play to 2.8.0, play-json to 2.8.1, scalatest plus play to 5.0.0 for 2.13.x

* [sbt][play-json] Adding play-json 2.8.x support, pulling scala 2.10 support, cleaning up build.sbt

* [doc] Updating README.md for play versions and removing scala 2.10

* [ci] removing 2.10 from travis config, adding 2.13 dedicated testing section

* Updating publish script now that 2.10 support is dropped

* [fmt] scalafmt changes

* [ci] add CMS gc and class unloading to prevent flaky OOM tests on travis

* [ci] give travis more heap to work with.
