Add back tests that had intermittent failures (#1155)

* Add commented out tests back, they were failing due to driver runtime bug that has been fixed.

* Update call to get_equalization_filter_coefficients per #614

* Fix assertion to match the number of coefficients the device has

* Fix assertion to match the number of coefficients the device has

* Ignore files generated when running system tests locally

* Add workaround for NI-SCOPE driver bug 959625

* Modify test to look for specific driver bug

By having the test rely on the driver bug, we will be automatically reminded and forced to remove the TODO upon the bug being fixed. It's a heavy handed way to maintain the code a bit cleaner.
